      Recently, Shiyan Customs has focused on the actual needs of enterprises and taken the initiative to provide advanced services. In response to the questions raised by Hubei Senyao Import and Export Trading Co., Ltd. regarding the export standards of KD (loose parts assembly) for automobiles and the inspection process for supermarket products, targeted policy interpretation and business guidance have been carried out, effectively breaking through cross-border trade barriers for enterprises and injecting strong impetus into the stability and quality improvement of local foreign trade.

     Accurately focusing on the pain points of automotive KD exports and strengthening full chain guidance In view of the characteristics that Hubei Senyao Automobile KD parts export is mainly oriented to countries along the "the Belt and Road", Southeast Asia and the Americas, Shiyan Customs provides professional guidance services around the three core links of target market access, tariff policy and logistics specification.

   (1) Clarify market access standards

In response to technical barriers in markets such as Nigeria, Saudi Arabia, Iran, and Ethiopia, the customs system interprets requirements such as the Gulf Cooperation Council (GCC) standards, Saudi Arabian Standards Organization (SASO) certification, and SABER electronic certification system. It focuses on the 82 technical testing indicators implemented by Saudi Arabia in August 2025, including key parameters such as air conditioning system performance in high-temperature environments and dust-proof design of components, to guide enterprises in optimizing product processes and improving component compatibility through technologies such as nano ceramic coatings, ensuring compliance with importing country standards.

   (2) Interpretation of tariff preferential policies

Based on the tariff reduction and exemption policies in the Southeast Asian market, clarify the specific applicable conditions for Myanmar and other countries to reduce tariffs on CKD and SKD parts from 5% and 7.5% to 3% and 5% respectively from June 2024 to May 2025; For the US market, provide a detailed explanation of the tariff rules under Article 232 of 2025 and the rules of origin under the USMCA (United States Mexico Canada Agreement), guiding companies to optimize their supply chain layout and use Regional Value Content (RVC) policies to reduce tariff costs.

   (3) Standardize logistics packaging requirements

Based on the experience of operating cross-border container trains in northwest Hubei, it is recommended that enterprises adopt the "railway+sea freight" multimodal transport mode to enhance transportation stability and safety; At the same time, it is emphasized that wooden packaging must comply with the International Plant Protection Convention (IPPC) labeling standards to avoid destination port delays caused by packaging non-compliance and ensure smooth logistics links.

Targeting to solve the problem of product inspection in supermarkets and optimizing customs clearance services

In response to the export demand of food, daily necessities and other supermarket products involved in enterprises, Shiyan Customs provides full process assistance from three dimensions: qualification filing, market differentiation requirements, and customs clearance facilitation.

  (1) Simplify qualification processing and document preparation

Guide enterprises to efficiently complete the "export food production enterprise filing" and promote the reduction of approval time from 20 working days to 2.5 working days; Clarify the standardized requirements for contracts, invoices, packing lists, fumigation certificates and other documents required for inspection, and remind enterprises to complete the declaration preparation three working days in advance. To address the issue of label compliance, specific standards will be established for markets such as the European Union (which must comply with EC 852/2004 regulations and use the official language of the EU to indicate ingredients and shelf life) and Japan (which require Japanese labels and health inspections by the Ministry of Health, Labour and Welfare).

   (2) Refine the special requirements for the target market

EU market: guide enterprises to apply for CE certification and complete the Entry Summary Declaration (ENS), relying on the "single window" platform to achieve "one-stop" electronic declaration, reducing manual declaration errors;

Japanese market: With specialty products such as Fangxian Huangjiu as the starting point, we assist enterprises in establishing a full chain quality management system from raw material control to production and processing, guide the processing of origin certificates and hygiene certificates, and ensure compliance with Japan's Food Hygiene Law requirements;

    US market: Clarify the FDA certification requirements for food contact materials, interpret the tax exemption adjustment policy of Section 321 that will take effect in March 2025, and remind companies to do a good job in cost accounting.

  (3) Improve customs clearance efficiency and risk prevention by opening a "green channel" for enterprises, implementing convenient measures such as "5+2" appointment inspection and remote video inspection, and compressing local inspection time to within 1 hour; At the same time, in response to the implementation of the Carbon Border Adjustment Mechanism (CBAM) by the European Union in January 2025, companies are guided to declare carbon emissions data in the transportation sector, and it is recommended to prioritize the use of sea transportation to reduce compliance costs.

Innovative service mechanism strengthens the support for enterprise development

Shiyan Customs is guided by the principle of "precise service and assistance to enterprises", and has innovatively launched multiple practical measures to strengthen the guarantee of enterprise development.

   (1) Establish a customized service team and set up a special working group to implement the "online pre-approval+on-site guidance" and "one-on-one" service models. For new businesses such as exporting second-hand cars for the first time, the certificate of origin approval can be completed within 10 minutes to help enterprises smoothly explore the Belarusian market.

   (2) Promote the improvement of credit and compliance capabilities, guide enterprises to promote the cultivation of AEO (Authorized Economic Operator) certification, assist in establishing HACCP (Hazard Analysis and Critical Control Point) system. Currently, 5 enterprises in Shiyan City have passed AEO certification and enjoy customs clearance convenience; Through the "Enterprise Coordinator" mechanism, establish a policy dynamic warning channel to guide enterprises in adjusting their supply chain strategies in advance before the implementation of new regulations in markets such as Saudi Arabia.

  (3) Implementing policy dividends directly and combining with the "Twelve Measures for Ensuring Stability and Improving Quality of Foreign Trade in Shiyan City", guiding enterprises to apply the cumulative rules of origin in the Regional Comprehensive Economic Partnership Agreement (RCEP), optimize the procurement layout of raw materials from ASEAN countries, and purchase rubber products from Vietnam and other production areas to achieve dual benefits of tariff reduction and shortened delivery cycles.

Significant achievements in enterprise development, sustained release of foreign trade vitality

      With the assistance of Shiyan Customs, Hubei Senyao Company's cross-border trade business has achieved rapid development: currently, a warehousing service station has been established in Saudi Arabia, gradually expanding into the Southwest Asian market; Reached supply chain cooperation with Zhanqi Group to enhance export synergy efficiency; Fangxian Huangjiu, Danjiangkou drinking water, Yunyang shiitake mushrooms and other "Shiyan made" supermarket products are about to enter markets such as Africa. Next, Shiyan Customs will continue to focus on the development needs of enterprises, deepen cross-border trade facilitation reforms, optimize policy guidance and business assistance mechanisms, effectively play the role of customs functions, and help Shiyan City integrate high-quality foreign trade development into the new development pattern of "dual circulation".
